The advantage of this is you are able to quickly and cheaply develop a system which gives the users something to evaluate before management commits to the development. Functionality and structure of the system can be discussed and demonstrated before spending begins. In some cases the MS Access database is used for some reporting functions while the vast majority of the application runs in php or dot net.
